Eight bills were passed in the Rajya Sabha in the third week of the ongoing monsoon session of Parliament. It helped in increasing the productivity of the house. This increased to 24.2 per cent. According to the data of the Research Department of Rajya Sabha, last week (second week of the session) productivity stood at 13.70 per cent. At the same time, the productivity of the Upper House was the highest at 32.20 per cent in the first week of the session. The Rajya Sabha official said that in the first three weeks of the monsoon session, the total productivity of the Rajya Sabha was 22.60 percent.
Since the commencement of the Monsoon session on July 19, the proceedings of the Rajya Sabha have been disrupted continuously. Opposition members are creating a ruckus over the Pegasus espionage scandal and demanding discussion on various issues related to farmers.
According to the data, last week 68 members from 17 parties took part in the discussions ahead of the passage of the bills. Discussions on the bills included AIADMK, Aam Aadmi Party, Biju Janata Dal (BJD), Bharatiya Janata Party (BJP), Congress, Communist Party of India (CPI), Communist Party of India Marxist (CPI-M), DMK, Janata Dal United (JDU), Members of Nationalist Congress Party (NCP), Rashtriya Janata Dal (RJD), RPI, Shiv Sena, Telugu Desam Party (TDP), TMC (Moopanar), Telangana Rashtra Samithi (TRS) and YSR Congress took part.
The nominated members and the total number of members of these 17 parties constitute 87 per cent of the present strength of the Rajya Sabha. Officials pointed out that the Trinamool Congress and Shiromani Akali Dal, which are demanding a discussion on the Pegasus dispute and farmers’ issues, constitute less than six per cent of the strength of the House. He said the House took three hours and 25 minutes to pass these bills.
Officials said that out of the total 28 hours 30 minutes allotted for the proceedings of Rajya Sabha this week, one hour 41 minutes was spent on Question Hour. In this 17 starred questions were asked. He said that 21 hours 36 minutes of time was wasted this week due to the uproar. According to the data, out of the total time of 78 hours 30 minutes, 60 hours 28 minutes have been wasted due to the ruckus since the start of the monsoon season.
Officials said a total of 17 hours 44 minutes work has been done in the House during the last three weeks. Of these, four hours 49 minutes were spent on government bills, three hours 19 minutes were spent in the Question Hour and four hours and 37 minutes were spent on the issues related to Kovid-19.
