On the second anniversary of the end of the special status of Jammu and Kashmir under Article 370, the Modi government has introduced a bill related to the creation of a central university in Ladakh in the Lok Sabha. Union Education Minister Dharmendra Pradhan introduced the Central Universities (Amendment) Bill 2021 in the House. The proposed university in Ladakh is named Indus Central University which is named after the river Indus. This river flows in both India and Pakistan. The Center has deliberately chosen a name for the university that represents not only Ladakh but also the entire Jammu and Kashmir including Pakistan-occupied Kashmir and Gilgit-Baltistan. Earlier, the Meteorological Department is already reporting the weather of Gilgit-Baltistan in its regular weather bulletin. Two years ago, on August 5, the Modi government abolished the provisions of Article 370 of the Constitution, which gave special status to Jammu and Kashmir. Apart from this, the erstwhile state of Jammu and Kashmir was divided into two union territories – Jammu and Kashmir and Ladakh.
Amidst the noise, the education minister introduced the bill
Union Education Minister Dharmendra Pradhan introduced the ‘Central Universities (Amendment) Bill, 2021’ in the House amidst uproar by members of opposition parties. Meanwhile, Revolutionary Socialist Party (RSP) member N. Of. Premachandran and Manish Tewari of Congress opposed the introduction of the bill amid the uproar.
Premachandran said that the bill should be introduced only after there is order in the house. Tiwari said that the introduction of the bill amid chaos in the House is ‘unconstitutional’.
On July 22, the cabinet had approved the proposal to set up Indus University
The Union Cabinet on July 22 approved the proposal to set up a Central University in the Union Territory of Ladakh. It was said to cost Rs 750 crore to build it. The target has been set to complete the first phase of this university in 4 years.
The Objects and Causes of the Bill states that the ‘Central Universities Act, 2009’ was enacted to provide for the establishment and incorporation of universities for education and research in various states and for the enactment of matters connected therewith.
Ladakh will get the gift of the first Central University
It states that since there is no Central University in the Union Territory of Ladakh, the Government has decided to establish a new Central University in the Union Territory of Ladakh.
The objectives of the bill are that it will increase the access and quality of higher education in the region. It said, “The Central Universities (Amendment) Bill, 2021 seeks, inter alia, to amend the Central Universities Act, 2009 to provide for the establishment of an ‘Indus Central University’ in the Union territory of Ladakh.”
In July last year, when PM Modi visited Ladakh, he did ‘Sindhu Puja’, the name of the proposed university is also on this river.
