On the second anniversary of the end of the special status of Jammu and Kashmir under Article 370, the Modi government has introduced a bill related to the creation of a central university in Ladakh in the Lok Sabha. Union Education Minister Dharmendra Pradhan introduced the Central Universities (Amendment) Bill 2021 in the House. Not only the timing of the introduction of this bill, but also the name of the proposed university is very important.

The proposed university in Ladakh is named Indus Central University which is named after the river Indus. This river flows in both India and Pakistan. The Center has deliberately chosen a name for the university that represents not only Ladakh but also the entire Jammu and Kashmir including Pakistan-occupied Kashmir and Gilgit-Baltistan. Earlier, the Meteorological Department is already reporting the weather of Gilgit-Baltistan in its regular weather bulletin. Two years ago, on August 5, the Modi government abolished the provisions of Article 370 of the Constitution, which gave special status to Jammu and Kashmir. Apart from this, the erstwhile state of Jammu and Kashmir was divided into two union territories – Jammu and Kashmir and Ladakh.

Union Education Minister Dharmendra Pradhan introduced the ‘Central Universities (Amendment) Bill, 2021’ in the House amidst uproar by members of opposition parties. The Union Cabinet on July 22 approved the proposal to set up a Central University in the Union Territory of Ladakh. It was said to cost Rs 750 crore to build it. The target has been set to complete the first phase of this university in 4 years.

The Objects and Causes of the Bill states that the ‘Central Universities Act, 2009’ was enacted to provide for the establishment and incorporation of universities for education and research in various states and for the enactment of matters connected therewith.

It states that since there is no Central University in the Union Territory of Ladakh, the Government has decided to establish a new Central University in the Union Territory of Ladakh.

The objectives of the bill are that it will increase the access and quality of higher education in the region. It said, “The Central Universities (Amendment) Bill, 2021 seeks, inter alia, to amend the Central Universities Act, 2009 to provide for the establishment of an ‘Indus Central University’ in the Union territory of Ladakh.”
