January 24, 1979, has been a memorable day for the infighting of the Janata Party. On the same day, Chaudhary Charan Singh was again sworn in as Deputy Prime Minister and Finance Minister in the Morarji Cabinet. Earlier, Chaudhary Charan Singh, Rajnarayan and many of his close ministers had been separated from the Morarji government. Among all the top leaders of the time in the Janata Party, Chaudhary Charan Singh was the leader with the most support base. The erstwhile Lok Dal governments were in Uttar Pradesh, Bihar, Haryana and Odisha. As such, the Janata Party had written the story of the infighting as soon as it was in power, when at the time of the formation of the cabinet, half a dozen pro-Morarji leaders had got a place in the Council of Ministers, while their supporters had 25 members. On the other hand, only four leaders from the Chaudhary Charan Singh faction with more than 100 MPs could find a place in the Council of Ministers, including Chaudhary Charan Singh himself, Rajnarayan, Biju Patnaik and HM Patel. Patel, who was a retired administrative officer of Gujarat, was given the charge of the Finance Ministry. He was also considered close to Morarji Bhai.
Internal discord in the Janata Party was increasing day by day. The Kisan rally number on the Boat Club on 23 December 1978 had broken the old record on the basis of force. Morarji Desai’s unruly behavior on the occasion of Chaudhary Charan Singh’s birthday also served to bring this infatuation to a new dimension, when he did not think it appropriate to wish Chaudhary Sahab a happy birthday. On the contrary, Mrs. Indira Gandhi sent a bouquet and sent birthday wishes to Charan Singh and also gave signals of future politics and alliances. Despite the warning from the top leadership of the government and the party, dozens of ministers, including several chief ministers, had participated in the rally and the division was clearly visible. News of the resignations of leaders like George Fernandes, LK Advani, Biju Patnaik were becoming news headlines.
Made a historical mistake
Meanwhile, under another interesting development, the doors of new political manipulations began to open when Mrs. Indira Gandhi appeared at her residence in Delhi on the birthday of Chaudhary Charan Singh’s grandson Jayant Chaudhary. Former Minister of State for Defense, Late Jagveer Singh and myself went to the invitation to Mrs. Gandhi’s residence in Willington Crescent. RK Dhawan not only gave us a meeting with Mrs. Gandhi with warmth, but also indicated to attend the ceremony. Indira Gandhi’s presence at the ceremony raised the political temperature. An appeal was also made by Jai Prakash Narayan to withdraw Charan Singh and his supporters, reconcile in the Janata Party. There is no doubt that the Congress Party was continuously benefiting from this split. In a by-election in Chikmagalur, Karnataka, Mrs Gandhi’s huge margin of victory had scripted the future politics. Due to many such pressures and troubles, the party and the government, which were seen as weak, were forced to swear in Chaudhary Charan Singh as the Deputy Prime Minister and also to take charge of the Finance Ministry.
But the strategists of that time made a historical mistake when the self. Rajnarayan kept out of the cabinet. Later, it also became a major reason for the party’s breakdown. Rajnarayan also looked for an opportunity to avenge his humiliation. The leadership of the Janata Party had launched a campaign to overthrow the pro-Chief Ministers of Chaudhary Charan Singh. Chaudhary Devi Lal, the biggest supporter of the Kisan Rally, was replaced by the old Congress leader Bhajan Lal, who went to the Congress with the entire cabinet soon after the Congress Party emerged victorious in the 1980 Lok Sabha elections. This was a unique story of change and an examination of the inexperienced leadership of the Janata Party. Ram Naresh Yadav was deposed in Uttar Pradesh. After the implementation of the reservation process, Karpoori Thakur had become the most popular leader of the backward community of the country. As soon as he was overthrown, there was a panic in the Lok Dal and Socialist camp. Karpoori Thakur and Chaudhary Devi Lal had announced that we will demolish the palace of those who have burnt our hut. Rajnarayan was looking for such an opportunity.
Resignation by resignation
As soon as the Parliament session of July 1979 began, political activities intensified. Rajnarayan, Devi Lal, Karpoori Thakur openly campaigned to overthrow Morarji Bhai. The campaign also received indirect support from the fierce socialist leader Madhu Limaye. The 5 MPs who resigned from the Janata Party’s parliamentary party were supporters of Karpoori Thakur and Rajnarayan. The process of MPs resigning from the party continued to intensify. It also seems that the government has come in a minority. The last leader to resign was Chaudhary Saheb. Due to the commitment of farmer politics, the Akali Dal also left the government and joined with Chaudhary Saheb. It was only during the discussion of the no-confidence motion against Morarji Desai that Mr. Desai resigned and Indira Gandhi also got the key to form a new government.
Chaudhary Charan Singh was the choice of Indira Gandhi. The President eventually had to invite Charan Singh to be sworn in as the Prime Minister. The politics of the entire country was going on at the behest of Indira Gandhi. I could not believe that just three years ago, the people had given such a big decision that Mrs. Gandhi herself was defeated at Rae Bareli by Rajnarayan. After Chaudhary’s acceptance, I also had a lengthy discussion with Sanjay Gandhi at his residence, in which he spoke about withdrawing the case against him and continuing to support Law Minister Shanti Bhushan with various conditions. Charan Singh and his cabinet members were not ready to accept these conditions, so they went to Parliament and submitted their resignations to the President.
